Could just be they have the articles ready to go pending the signing. I don't think that means 100% that they locked Givens up, they are just getting ready. Givens agent is probably fielding all the calls before they accept the Browns proposal right off the bat.

I think the Eagles did the same thing with a player about 2 years ago when someone plugged in a random number & got the player profile for a free agent.
