The higher seeds do typically get placed in regions closer to where they're located.  U.N.C. is in the east, Kansas is in the midwest, and so on...

Not necessarily.   Washington State is the fourth seed in the East and Georgetown got slotted at the #2 in the midwest regional, for example.  The top seeds do typically get slotted in their home regions, though.
