Because they both have already picked both Seattle and Pittsburgh, while 61 and 4&26 have not picked Pittsburgh.

That said, if Seattle wins the Super Bowl, it would theoretically be a 4-way tie for the league win.

Just incorporate The Price is Right rule. Closest without going over wins and if someone gets the exact number they can come on stage and kiss you.
