You chose not to pick up a rookie last year.  If you consider it a penalty, you did it to yourself sarge.

Did we keep a rookie last year from the previous year?  I don't remember.

Nope...we just started it this season, but I'm pretty sure we decided that we would do it this year prior to the completion of last season.

Maybe you can pick a rookie from last year that isn't on anyone's roster from last year...but that's up to the commish.
